A plan for Jeb?

Just wondering, but let me see if I have this right. George Herbert Walker Bush has endorsed Mitt Romney for president, but will not attend the Republican National Convention. Certainly his age and health are factors to consider.
George W. Bush has endorsed Mitt Romney, and although invited, will not attend the convention either. The reasons given are G.W.'s distaste for politics and/or the public's dissatisfaction with his presidency.
Former Florida Gov. Jeb Bush may or may not address the convention, and does not want to be considered for the vice president's slot. However, he favors Sen. Marco Rubio, the tea party wunderkind, for that office.
Could it be that some Republican strategists as well as the Bush family aren't all that confident in a Romney victory in November, and plan on positioning Jeb, who will then be 63 years old, for the nomination in 2016? Just wondering.
